CAIRNGORMS NATIONAL PARK AUTHORITY Paper 1(a) 6 February 2009 CAIRNGORMS NATIONAL PARK AUTHORITY FOR DECISION Title: PUBLICATION OF THE CAIRNGORMS DEVELOPMENT PLAN SCHEME Prepared by: Robert Grant, Planning Officer Purpose To present to the Committee the proposed Cairngorms Development Plan Scheme, indicating the timeline for the production of a new Local Development Plan, as required by the Planning Etc (Scotland) Act 2006 Recommendations That the Planning Committee: 1. Formally note and approve the content of the Development Plan Scheme and particularly its constituent timeline outlining the production of a new Local Development Plan, which would go on to replace the emerging Deposit Local Plan. Background The Cairngorms National Park Authority has a requirement to submit to Scottish Ministers, a Development Plan programme which outlines the timeframe and steps needed to prepare and publish a Local Development Plan – a replacement for the currently emerging Local Plan. The content of the programme or scheme must specify the month which the Park Authority expects to publish it’s a) Main Issues Report; b) its proposed Local Development Plan, and c) submit the proposed plan to Scottish Ministers. This programme requires the Park Authority to prepare and set ‘ambitious but realistic targets’ for producing a Local Development Plan, as required under the provisions of the Planning etc (Scotland) Act 2006 which sets out to modernise the current Development Plan system. The full provisional timetable and action plan is appended, and the report now asks the Board to note the content, and approve its proposals to publish the scheme.
